German translation wrong

A field is defined as length = 4 (Maximum length=4 Minimumg Length= 4). The error message displayed is

"Das ist falsch, muss sie zwischen 0% und 1%"

This text is not really german and the "0%" and "1%" are wrong. Where can I modify so that the proper text is displayed?

The translation is not exactely brilliant. Please note that "0%" and "1%" are the place holders for the minimum and maximum characters expected in a field. This worked for me after I saved de-DE.com.ckforms.ini as UTF-8. (MS - an option in the texteditor)
